'Howard Webb, where are you?' - How we can stop VAR ruining football

Howard Webb, Where Are You? The VAR Standstill and How to Save Football from Set-Piece Chaos

The roar of the crowd swells as the corner taker strides to the flag. The penalty area becomes a maelstrom of bodies, a tangled web of shirts, arms, and desperate intent. The ball arcs in, and amidst the flying limbs, the goalkeeper is impeded, a striker is dragged to the floor, and the ball trickles harmlessly away. The crowd holds its breath, eyes darting to the referee, then to the big screen. Silence. Nothing. Play resumes. Another week, another set-piece scandal left unchecked. A simple, urgent question echoes from the stands to the living rooms of millions: Howard Webb, where are you?

As the head of the PGMOL, Webb is the architect of Premier League officiating standards. Yet, under his watch, a glaring, game-altering inconsistency has taken root. We see meticulous, frame-by-frame analysis for a toe offside or a brushed sleeve in midfield, while the lawless territory of the six-yard box is ignored. This isn’t just fan frustration; it’s a fundamental breakdown in the application of the laws. The instruction, or lack thereof, from the top is creating a sport where the rules change depending on the zip code of the pitch. It’s time to demand clarity, consistency, and crucially, action.

The Six-Yard Anarchy: A Lawless State Within the Law

Week after week, the evidence mounts. I have watched and rewatched the incidents that dominate Monday morning analysis. The pattern is unmistakable and infuriating. At corners, defending players, often not even tracking the flight of the ball, engage in blatant, pre-meditated holding. They wrap arms around the waists of attackers, use two hands to pin opponents, and block goalkeepers with zero intention of playing the ball. By the letter of the law, these are clear penalties. Law 12 is explicit: holding an opponent is a direct free-kick offence.

Yet, a baffling precedent has been set: “anything goes” in the six-yard box. This creates a dangerous paradox. A defender can be penalised for minimal contact on a winger 40 yards from goal, while systematic, goal-preventing fouls in the most dangerous area are waved away. This inconsistency is corroding the integrity of competition. Teams are now coaching defensive dark arts, knowing the risk of punishment is vanishingly small. The message from officials is clear: we are not policing this space. The question for Howard Webb is: why not?

Where is the Leadership? The Webb Conundrum

Howard Webb was appointed to bring clarity and credibility. A respected former referee, his weekly “Match Officials Mic’d Up” show was designed to demystify decisions. But it has inadvertently highlighted the very problem it seeks to solve. We hear detailed explanations for one type of incident while the elephant in the room—set-piece anarchy—is politely ignored. So, what instructions are actually being given to officials?

The silence is deafening. The current approach seems to be one of extreme non-intervention, rooted in a misguided desire to “let the game flow” and not “re-referee” every incident. But this is a fallacy. Not making a decision is itself a decision—a decision to endorse foul play. Officials are effectively told that the threshold for a penalty at a corner is impossibly high, creating a separate, unofficial set of rules. This lack of directive from Webb and the PGMOL leadership leaves referees stranded, forced to interpret a non-existent policy while fans and players alike scream for consistency.

The Immediate Fix: A Directive for Clarity and Courage

The solution does not require new laws or technological wizardry. It requires a simple, strong directive from the top of the PGMOL. Howard Webb must gather his officials and issue a clear mandate: the laws will be applied uniformly across the pitch. This means:

  • Launch a “Clampdown Phase”: Acknowledge the problem publicly and announce a period of strict enforcement, much like the crackdown on shirt-pulling and dangerous tackles of years past.
  • Empower the On-Field Referee: Instruct referees to award penalties for clear holding and impeding, regardless of the “stage of the game” or the “pressure of the moment.” Their job is to enforce the laws.
  • Re-task the VAR: Direct VAR officials to actively review these incidents, not with a mindset of finding a reason not to intervene, but to support the on-field referee in identifying the clear and obvious errors that are currently being missed.

This will cause short-term turbulence. There will be penalties. There will be controversy. But it is the necessary medicine. Players and coaches are pragmatists; if they know a two-handed hold will result in a penalty, they will stop. The chaos will subside, replaced by a contest of athleticism and timing, not grappling.

The Future of Officiating: Beyond the Quick Fix

While leadership is the immediate need, the set-piece crisis also exposes deeper flaws in our officiating ecosystem. Relying on a single official to monitor 22 players in a congested penalty area is an almost impossible task. The future must involve a more proactive use of technology and personnel.

We could see the introduction of a dedicated set-piece official in the VAR booth, whose sole focus in these moments is the penalty area. Furthermore, the audio revolution—allowing fans to hear the dialogue between referee and VAR—would build understanding, even if people disagree with the final call. Transparency is the antidote to accusations of incompetence or conspiracy. Most importantly, the PGMOL must cultivate a culture of positive refereeing—making the big, game-defining calls with courage, rather than hiding behind the veil of “non-intervention.”

Conclusion: The Whistle Must Be Blown on Inconsistency

The current state of set-piece officiating is unsustainable. It is making a mockery of the laws, rewarding cynical play, and infuriating those who love the game. The cry of “Howard Webb, where are you?” is a cry for leadership. It is a demand for the man at the helm to steer the ship out of this fog of inconsistency.

The power to stop VAR from being a scapegoat and start making it a force for fairness lies not in the technology itself, but in the human instruction it receives. We need a directive with clarity, a period of enforced correction, and a commitment to one set of rules for the entire pitch. The beautiful game is being marred by an ugly, tolerated illegality at its most crucial moments. The whistle needs to be blown. And it needs to be blown by Howard Webb.
